Childcare is one of the most in-demand and underserved business categories in the Lower Mainland. Langley, Surrey, and Abbotsford are among the fastest-growing family markets in BC — and the licensed childcare supply hasn't kept up with population growth.
If you're planning to open a licensed daycare in BC, finding the right space requires more than finding the right square footage. Zoning, building requirements, and CCFL compliance all need to be confirmed before you sign any lease.
What Zone Do You Need for a Daycare in BC?
Licensed group childcare (13+ children) is classified as an institutional or community care use under most Lower Mainland zoning bylaws. This use is generally permitted in:
- C-2 (Community Commercial) and CS (Service Commercial) zones
- RM (Multi-Family Residential) zones in some municipalities
- CD (Comprehensive Development) zones — site-specific, must verify
- Some RS (Single Family Residential) zones for smaller facilities
Pure industrial zones (M-1, M-2, IL, IG) almost never permit childcare. This catches many first-time operators who find affordable space in an industrial area — only to discover they can't get a licence there.
BC CCFL Space Requirements for Licensed Childcare
The Community Care and Assisted Living Act (CCFL) governs licensed childcare space requirements in BC. Key requirements include:
- General baseline: 3.7 sq metres (about 40 sq ft) of usable indoor floor area per child, excluding hallways, built-in storage, bathrooms and fixed or large appliances
- General baseline: 6 sq metres (about 65 sq ft) of outdoor play area per child; program exceptions and multi-program rules apply
- Accessible washroom facilities with child-height fixtures
- Proper ventilation, natural light, and temperature control
- Separate sleeping area for infants
- Commercial kitchen or food prep area if meals are served on-site
For 24 children, the general indoor baseline is 88.8 sq metres (about 956 sq ft) of usable floor area; excluded areas and operational needs require additional space. BC’s Child Care Licensing Regulation, sections 14–16, has differing indoor/outdoor exceptions for Family Child Care, Child-minding, Occasional Child Care, School Age Care on School Grounds and Recreational Care. Confirm the applicable program requirements with the health authority; these calculations do not establish licensed capacity or approval.
The Langley Childcare Opportunity
Langley Township and Langley City have one of the largest childcare gaps in BC relative to their population. Walnut Grove, Willowbrook, and Brookswood neighbourhoods are chronically underserved. New families moving to Langley are often waitlisted at every licensed facility in their area within weeks of arriving.
Available commercial space in CS-zoned corridors along Fraser Hwy and 200 St does exist — but it needs to be matched to childcare requirements carefully, including parking for drop-off, outdoor play space, and building code compliance.
Surrey and Abbotsford Childcare Markets
Surrey is the largest city in BC by area and has massive childcare demand across all its town centres. Fraser Heights and Morgan Crossing in South Surrey are particularly underserved for licensed infant and toddler care.
Abbotsford is growing rapidly with strong demand in the Clearbrook, Abbotsford East, and West Abbotsford areas. Lease rates are among the most affordable in the Lower Mainland, making the business economics of childcare more viable here than in Metro Vancouver.
